Additional Housing Developments to be Discussed Tuesday by Pella City Council

This week’s Pella City Council meeting will feature a policy and planning work session that will highlight two housing developments.

A new multi-housing project dubbed Fox Ridge on the west side and an extension of Fountain Hills to the north will be discussed by the council, but no action will be taken. Both are open to potential Urban Renewal Plans, which would allow the City of Pella to reimburse developers for infrastructure investments over a 15-year period of tax increment financing (TIF), so incentivizing development projects.

With 47 housing sites designated for single-family homes, Fountain Hills is considering its fourth overall phase of growth. It is situated north of where West 3rd and West 4th streets currently terminate. The developer, Larry DeVries, has requested reimbursement of $2.3 million for infrastructure.

Up to 18 duplexes and 85 multi-family housing units could be included in the proposed Fox Ridge neighborhood, which is located on West 12th north of Washington Street. Each of the eleven lots could be divided into different buildings. Developer Jeff Dingeman’s application includes a $949,500 request for infrastructure costs.

The Urban Renewal Plans stipulate that the infrastructure reimbursements will be funded by a 15-year TIF district plan, as has been done with a number of other recent housing developments. This proposal must be approved by the Marion County Board of Supervisors and the Pella Community School District. For those collections to take place, structures would need to be constructed.

Tuesday’s Pella City Council meeting starts at the Pella Public Safety Complex at 6 p.m.
